A large energy provider, managing multiple operating companies, faced the complex challenge of modernizing its distribution management systems while also attempting to align two historically distinct utilities. The implementation of a new Advanced Distribution Management System (ADMS) provided a timely opportunity to unify processes, roles, and training across both organizations. In addition, the utility also faced limited internal training capacity, evolving role definitions, multiple change initiatives underway, and a need for greater alignment between the two regions. To address these challenges, the utility engaged Mosaic for its deep expertise in control room operations—bringing the strategic and practical insight needed to support both a successful ADMS deployment and provide operational alignment.
Mosaic was engaged as both a consulting and training partner to guide the successful rollout of the ADMS and new control center roles while helping the client define a more consistent operational model across the two business units. The scope of Mosaic’s work included:
Strategic Advisory Support: Mosaic collaborated closely with internal teams and vendors to lead operational readiness discussions, define business processes, and provide industry best practices through subject matter experts.
Operator Qualification (OQ) Program Development: Mosaic created two comprehensive training curricula—one for each operating company—aligned with new ADMS roles such as Grid Coordinators, Associate Distribution Operators (ADOs), and Distribution System Operators (DSOs). These programs included web-based training, instructor-led training, and on-the-job mentoring.
Job Task Analysis (JTA): A detailed JTA was completed to define current and future-state expectations for new roles. This became a foundational deliverable, establishing a consistent internal standard for operator training and performance expectations.
Curriculum Customization: While aligned under one company, each operating unit had its own priorities. Mosaic tailored training tracks to meet each group’s unique needs while maintaining consistency in skills, terminology, and expectations related to ADMS use.
